Attending the program were leaders of offices and divisions belonging to Departments, Districts, and Thu Duc City; leaders of Faculties, Offices and Training Center; lecturers and public employees of HCMC Cadre Academy. Thematic sessions are streamed online via the Zoom platform and the cabin interpretation system at the HCMC Cadre Academy. Before the commencement of the session, MA. Do Thi Ngoc Diem, Deputy Head of the Scientific, Information and Documentation Management Department, gave the class members a brief introduction of the Global Development Learning Network (GDLN), the activities of the Development Learning Center of HCMC Cadre Academy in the GDLN network. At the same time, MA. Do Thi Ngoc Diem also informed the class about the main contents of the program. Accordingly, the program took place in the afternoons from March 22nd 2023 to May 3rd 2023 with the following topics:

(1) Innovation strategy in human resource management;

(2) Ethical management in public services and anti-corruption system;

(3) Awareness of digital government;

(4) Digital policy and operational institutional reform;

(5) Administrative innovation in the public sector through artificial intelligence;

(6) Privacy issues in information-based government;

(7) Public management of information after the COVID-19 pandemic

On the afternoon of March 22nd 2023, the program was connected online with the Center for Learning and Development, HCMC Cadre Academy, with the topic "Innovative strategies in human resource management" presented by Professor Sangyub Ryu - lecturer at the Korean School of Management and Public Policy. The Global Development Learning Network is a system of the World Bank that links more than 100 training establishments around the world, performing educational tasks on a worldwide scale in a variety of fields, notably including public management. Ho Chi Minh City Development Learning Center, formerly known as the City Distance Learning Center Project, joined the Global Development Training Network in 2005. On May 24th 2021, HCMC Cadre Academy officially received the Learning and Development Center from the City Department of Culture and Sports pursuant to Decision No. 888/QD-UBND dated March 15th 2021 of the Chairman of the HCMC People's Committee. The goal of the City Development Learning Center (HDLC) is to become a center specializing in training soft skills offline and online in Ho Chi Minh City, organizing domestic and international short-term training courses, providing information, documents and means for those interested in international integration, in which priority groups are cadres, civil servants and public employees and businessmen.
