In Malaysia, the Ho Chi Minh City Cadre Academy and HELP University held a management-level talks between the two schools on introducing the history of formation and development, visions, educational philosophies and development orientation respectively; discussing issues related to university governance and scientific research. After that, the delegation visited the Museum and Art Gallery of the Central Bank of Malaysia, the Foreign Trade Development Corporation of the Government of Malaysia (Matrade) - which performs functions such as communication and promotion, export activities, logistics activities, and promotion of Malaysia's leading products such as palm oil, rubber, petroleum ... in the context of competitiveness and development of Malaysian businesses. The delegation paid a visit to a number of typical historical and cultural sites in the Kuala Lumpur, capital city of Malaysia.

As for the Academy student group, they experienced the ECO201 class at HELP University on labor economics, the "Critical Thinking" class by HELP University lecturers. The Academy students also participated in a cultural exchange program with HELP University students with folk games, and in activities of introducing landscapes, fashions, and cuisine of Vietnam and Malaysia. In addition, the Academy student group experienced riding the MRT train - an elevated train line running through Kuala Lumpur city center - and visited Campus 2 of HELP University located in Kwasa Damansara town in Subang, Selangor state, Malaysia.
